According to a report by Times Now, it is learnt that Indian Railways is going to take a new initiative to further improve train travel and make it passenger-friendly.
Once this new initiative is launched, you will be able to reschedule train tickets without any cancellation fees.

How to change the schedule?
Go to IRCTC portal. Then you can change the travel date by going to this portal. Only based on the difference in the fixed fare.
Ticket Cancellation Charges :-
There is no option for train ticket bookings to force rail passengers to cancel their scheduled tickets. Railways imposes a hefty fee for ticket cancellation.
This causes a lot of inconvenience to the people travelling by rail.
The cost of ticket cancellation is around 25 percent or even 50 percent. The passengers end up paying almost a large part of the fixed ticket price.
